| 1. A drill bit, comprising:
a drill bit with a body intermediate a shank and a working face;
a plurality of blades formed on the working face and extending outwardly from the bit body, each blade comprising at least
one cutting element;
a jack element coaxial with an axis of rotation and extending out of an opening formed in the working face; and
a portion of the jack element covered with a stop-off;
wherein the jack element is press fit into a steel sleeve bonded to the working face of the drill bit.
