USPTO Data Visualization Center
On September 7, the USPTO launched a beta version of a USPTO Data Visualization Center, including a Patents Dashboard. This new tool, accessible at www.uspto.gov/dashboards gives the public unprecedented access to key patent metrics, including both traditional pendency measures and ones that are being newly introduced to the public. Here, visitors can also find metrics pertaining to quality, productivity and staffing.
The USPTO is interested in public feedback on the USPTO Data Visualization Center and plans to provide additional data, including Trademarks data, in the future.

The New Patent Examiner Count System
The USPTO has recently put into effect a number of changes to the examiner production system, marking the most significant changes to this system in more than 30 years. The changes, announced in September 2009, resulted from the work of a task force comprised of senior managers in the Patents organization and leadership from the Patent Office Professional Association (POPA), the union that represents patent examiners.
The changes reinforce compact prosecution principles by incentivizing decisions early in the examination process and support quality decision making by giving examiners more time to do their work. The new system will benefit the IP community by setting the foundation for long-term pendency improvements, improving efficiency and increasing customer satisfaction by focusing on quality work early in the examination process.

Green Tech Pilot Program
On December 8, 2009, the USPTO launched a pilot program to accelerate the examination of certain "green" technology patent applications, Secretary Locke announced on Monday. The new initiative will accelerate the development and deployment of green technology, create green jobs and promote U.S. competitiveness in this vital sector.
Patent applications are normally taken up for examination in the order that they are filed. The average pendency time for applications in green technology areas is approximately 28 months to a first office action and 40 months to a final decision. Under the pilot program, for the first 3,000 applications related to green technologies in which a proper petition is filed, the agency will examine the applications on an accelerated basis.

"Project Exchange" Small Entity Initiative
On November 27, 2009, the USPTO launched a pilot program giving small entity inventors having two or more patent applications currently pending greater control over the priority in which their applications are examined while also reducing the backlog of unexamined patent applications currently pending before the USPTO. This pilot will allow a patent application from a small entity to receive special, accelerated status if the applicant is willing to abandon an application that has not been examined.
